incorporated in Canada and USA that today have offices and representations in more than 15 Countries around the the world while carrying out high tech projects in more than 40 countries.

Since 2007 he is Chairman of FLOGEN STAR OUTREACH (www.flogen.org), a not-for-profit organization dedicated to (1) achieving sustainability through science and technology, (2) raising the profile of science and engineering in the society and (3) properly honoring scientists and engineers.

Since 2003 Dr Kongoli has been President of the Organizing Committee of the Sustainable Industrial Processing Summits (SIPS) held every year in several countries around the world with an average participation of 500 authors from academia, industry, government and the entrepreneurship world representing an average of 80 countries.

Dr Kongoli has about 25 years of rich scientific and applied technology experience through direct involvement in numerous invited engagements in all continents. He has managed, involved, or actively participated in about 200 projects, 40 types of reactors, 10 industries, in 45 countries and in 6 continents. Dr. Kongoli has published 113 books and more than 200 scientific articles. He has delivered in numerous countries around the world about 220 plenary, keynote and invited presentations as well as articles, technical reports and research presentations. He has served in many leadership positions in national and international organizations and in many Professional Award Councils such as the Industrial Achievement Award Committee of International Federation of Automatic Control. He is Editorial Board member of several International Journals.

He is an elected Honorary Member of the Lorraine Academy of Sciences and Elected Member of Euro Mediterranean Academy of Arts and Sciences. He was awarded in 2017 the title "The Environmental Tech CEO of the year 2017" by CEO-Monthly UK magazine. He was awarded Certificate of Appreciation in recognition of his contribution toward sustainable development through FLOGEN Sustainability Framework by Tomas Bata University in Zlin (Czech Republic)/Faculty of Applied Informatics. He is honorary Citizen of Rio de Janeiro and Laureate of Gold Medal of the City of Nancy, France. In 2022 he was honored by the Congressman elect of Rio de Janeiro State, Alan Lopes, who will propose to the State Congress to adopt FLOGEN Sustainability Framework developed by Dr. Florian Kongoli in the state law for evaluating any proposed public or private project in the state. Also, in 2022 he was invited to give the Opening Sustainability Plenary Lecture at the United Nation Headquarters in Geneva, Switzerland, on 11 February 2022 about FLOGEN Sustainability Framework at the International Year of Glass 2022.

Jessica Chenu is a notary public, attorney-at-law, university professor, and mediator with training in international arbitration. She earned her degrees from the National University of Asunción, with the exception of her Law degree, obtained from the American University. Throughout her career, she has specialized in multiple legal fields, including civil law, family law, real rights, contracts, and succession law.

She holds a Diploma in Mediation, Negotiation, and Arbitration, as well as in various areas of Law, issued by the René Cassin Institute in Asunción. She also completed a University Specialization Course in Corporate and Business Law from the European University Miguel de Cervantes (Spain). Additionally, she obtained a Master’s Degree in International Commercial Law and Tax Law, along with a specialization in Taxation and Tax Advisory, from FOTRIEM University. Her academic background also includes an International Diploma in Artificial Intelligence, Technology, and Law from the National University of Asunción.

Parallel to her legal career, she is an expert in the preparation of investment projects under Paraguay’s fiscal incentive regime, particularly the Maquila Program, having completed specialized training at the Innovate Learning Center Technical Institute.

She currently serves as Commercial Director of the Paraguay–China Chamber of Industry and Commerce, where she represents Paraguay in strategic platforms focused on bilateral trade and acts as an institutional liaison with governmental and business entities from both countries. She is also the CEO of Manchen EAS, a company dedicated to corporate development and international investment structuring.

Throughout her professional career, she has built extensive experience in foreign trade, international negotiation, commercial diplomacy, business law, and the structuring of investment projects with economic impact. She has participated in various public–private cooperation initiatives and has accompanied institutional, business, and governmental delegations, representing the Paraguayan productive sector.

She has led and contributed to several significant projects, including:
– Research and development of the China–Paraguay trade relationship, carried out jointly with SENAVE and the Ministry of Industry and Commerce (MIC), through REDIEX.
– Official presentation of Paraguayan export statistics to China at the 18th China–LAC Business Summit, held in Zhengzhou, China (2025), where she highlighted bilateral trade potential and strategic opportunities for Paraguay.
– Multiple interviews and publications featured on the official website of the Paraguay–China Chamber of Industry and Commerce, contributing to the technical analysis and public dissemination of topics related to international trade, investment, and commercial policy.

Her multidisciplinary background—integrating law, foreign trade, fiscal incentives, technology, and artificial intelligence—positions her as a leading professional in the strategic design of binational projects and in the development of cooperation frameworks between Paraguay and China, with emphasis on innovation, sustainability, and international competitiveness.

She is a native speaker of Spanish and Guaraní, and is proficient in Portuguese, English, and Mandarin Chinese, skills that reinforce her capacity to operate in multicultural and global environments.

Bachelor's degree in Chemistry (1989), Master's degree in Chemistry (1992) and PhD in Science (1996) from the Federal University of São Carlos. Post-doctorate internship in Management of Scientific and Technological Development Projects at PUC/PR (1999). He is currently H2V Manager and Technical Consultant at Nova Engevix, Technical Consultant at GH2 GLOBAL, Director of Hydrogen Technology at the Brazilian Association of Energy from Solid Waste and Hydrogen (ABERSH) and Associate Researcher at the Laboratory of Materials and Renewable Energies (Labmater) at UFPR. He worked as Technical Manager of the Hydrogen Research Center (Itaipu/Eletrobras) - of the Itaipu Technological Park Foundation - PTI and was also a Professor at the University of Western Paraná (UNIOESTE - Foz do Iguaçu Campus). He is currently also a Professor of the Postgraduate Program in Bioenergy at UFPR, of the Master's Degree at FIA Business School and of the MBA in Green Hydrogen and Energy Transition at IPOG. He has experience in the area of ​​Chemistry and Materials applied to the production of Hydrogen, acting as Project Manager and Researcher in RDI Projects on the topic of Hydrogen (production and applications) and also in Projects for the Commercial Production of Hydrogen and its Derivatives. Tamara Mandelburger was born in Asunción, Paraguay, and is 29 years old. She holds a Bachelor’s degree in Business Administration from Universidad Nuestra Señora de la Asunción (La Católica). Additionally, she earned a Master’s degree in Project Management and Business Administration from EUDE Business School (European Business School) in Madrid, Spain. She is currently pursuing a specialization in Environmental Impact Assessment and Auditing at Universidad del Atlántico, Spain.
Her professional journey began at the entry level, working as a secretary. Through dedication and continuous development, she steadily progressed in her career, holding positions as administrative assistant, administrative executive, administrative manager, and project manager. Her extensive experience in business management has allowed her to work in leading Paraguayan companies such as PricewaterhouseCoopers, Tayi Ambiental S.A., Laboratorio y Herboristería Santa Margarita, and Envaco S.A. These roles provided her with in-depth knowledge of administrative and operational processes, enabling her to collaborate closely with accounting and logistics departments to ensure efficiency and success in every process.
Currently, she is involved in a strategic project with CHORDIS S.A., focused on establishing a green ammonia industry. Additionally, she is the co-founder and director of Manchen EAS, a company specializing in migration processes and advisory services for individuals and investors seeking to establish themselves in Paraguay. Her leadership and strategic vision have been instrumental in positioning Manchen EAS as a benchmark company in the migration sector.

Commander Tertius is a Veteran Navy Officer, with Engineer degree in Operational Mechanic at the Naval Academy and Electronics at IME - Institute of Military Engineering. In addition, holds degrees in Systems Analysis and Administration with Foreign Trade.

Continued education with MBA's in Total Quality Management, Oil & Gas, Maritime Law and International Relations, with postgraduation in Propaganda and Marketing (ESPM/Rio).

Professionally, he was the CEO in charge of the economic recovery for Transnave Shipyard and Servatis (formerly Cyanamid/BASF).

Additionally, Cdr Tertius is the Commercial Director of CCIBC – Brazil-China Chamber of Commerce and Industry and an independent Consultant for the Barcas Rio Consortium transporting passengers across the Guanabara Bay - Rio de Janeiro.

Presently is the Local Representative for Rota Shipping Inc., the company that has already sent 16 vessels for safe recycling in Turkey since 2010.

Tang is Chairman of the Brazil-China Chamber of Commerce at the request of former Vice Premier Mr. Wu Xue Qiang in a meeting in Beijing in 1986; He is also the President of the Paraguay China Chamber of Commerce, which was granted a Presidential decree from the President of Paraguay and endorsed by its National Congress; President of ABERSH – Brazilian Association of Waste to Energy and Hydrogen; Member of the Board of CONAFER.

Was Senior Fellow of the Center for China & Globalization in Beijing; founding member of the CGTN Think Tank, Beijing, and a member of the Fernand Braudel Institute of World Economics in São Paulo. Was a member of the World Policy Institute of New York.

During 1968 Tang was transferred to work in Brazil by Deltec Banking Corp., of 45 Wall Street, an investment bank. At the time Deltec controlled the largest investment bank in Brazil, Banco de Investimento do Brasil, in partnership with Banco Moreira Salles. The Board included former finance Minister of Brazil, Marcilio Marques Moreira, among other notable Brazilians of the financial world. Tang was assistant to Roberto Teixeira da Costa, who founded the CVM (Conselho de Valores Mobiliarios) the Brazilian SEC.

Tang was again transferred to Brazil by the Bank of Boston in 1970 to Introduce leasing into Brazil and founded the first Brazilian leasing company for the bank. Subsequently, Tang left the Bank of Boston to establish the first 10 leasing companies in Brazil. He was substituted by Mr. Henrique Meirelles who became the President of the bank and then became the Minister of Finance of Brazil. At the request of former Minister of Finance of Brazil, Mr. Mario Henrique Simonsen, he founded Bozano Simonsen Leasing company; BMG Leasing, of Banco de Minas Gerais; Montreal Leasing under Canada’s Brascan; Safra Leasing requested by Mr. Joseph Safra, and 5 other major national and international banking groups.

Tang established his own leasing company, Leasecapital S. A. in a equal joint venture with the State National Bank of Maryland in 1974. Tang also established the first leasing company in Spain in 1976 in a joint venture with the former Banco del Descuento of Madrid, Spain. Leasecapital Espagna was later sold to Banco de Bilbao y Vizcaya in Spain.

During 1986, in a visit to Beijing China, former Vice Prime Minister the People’s Republic of China, Mr. Wu Xue Qiang, a classmate of Tang’s first cousin in the undergound Comunist Party of China, asked Tang to form a Brazil China Chamber to build the bridge of friendship between the two Giants. Tang was asked to deliver a message to then President Sarney of Brazil to visit China. Tang’s family worked to build China.

Tang’s family has a long history of service to their country. Mr. Rong Yiren, former Vice President of China was his 4th uncle by marriage. Mr. Chen Liren, former Minister of the CCCPC, was married to Tang’s first cousin Zheng Yun. Another cousin from Wuxi is the wife of former V. Premier Li Tieyin. Both relatives visited Tang in Brazil and at the time, Mr. Li Hong Zhong was the assistant to Vice Premier Li. Tang helped uncle C. Y. Tung, father of Tung Chee Hwa, first Chinese Chief Executive f Hong Kong to charter three Ultra large Petroleum tankers to Petrobras, the Brazilian National Petroleum company.

During 2023, Tang was elected to be a member of the Board of CONAFER, the Brazilian Confederation of Family Farmers and Entrepreneurs with 8 million members. Tang oversees the internationalization of CONAFER which has been saving the Amazon since 2011 with social and ecological work. CONAFER, based in Brasilia, is present in all of Brazil, with a focus on the Amazon, its indigenous tribes and the Northeast of Brazil. CONAFER is associated with a University in Manaus, the Universitas, focusing on the research and study of the biomass of the Amazon forest.

Tang was a member of the Board of CODIN – Industrial Development Company of the Government of the State of Rio de Janeiro; Councilor of the Foreign Trade Council, Federation of Commerce of São Paulo and Director, Federation of International Chambers of Commerce. Was President of the Polo Federation of Rio de Janeiro, and a member of the US and UK Polo Associations. Joined YPO at the age of 25 and was a member of WPO.

In 1981, Tang having won a major supply vessel bid with Petrobras, formed a 50/50 joint venture with Zapata, a Houston oilfield services company, founded by George H W Bush, former President of the USA. Zapata sold their interest in Marpetrol to V Ships of Monte Carlo. Among many other business achievements Tang brought JAC Motors to Brazil, invited Mr. Wang Chuanfu for dinner in São Paulo and was responsible for BYD being established in Campinas city.
