Ms. Jessica Chenu

Jessica Chenu

Jessica Chenu is a notary public, attorney-at-law, university professor, and mediator with training in international arbitration. She earned her degrees from the National University of Asunción, with the exception of her Law degree, obtained from the American University. Throughout her career, she has specialized in multiple legal fields, including civil law, family law, real rights, contracts, and succession law.

She holds a Diploma in Mediation, Negotiation, and Arbitration, as well as in various areas of Law, issued by the René Cassin Institute in Asunción. She also completed a University Specialization Course in Corporate and Business Law from the European University Miguel de Cervantes (Spain). Additionally, she obtained a Master’s Degree in International Commercial Law and Tax Law, along with a specialization in Taxation and Tax Advisory, from FOTRIEM University. Her academic background also includes an International Diploma in Artificial Intelligence, Technology, and Law from the National University of Asunción.

Parallel to her legal career, she is an expert in the preparation of investment projects under Paraguay’s fiscal incentive regime, particularly the Maquila Program, having completed specialized training at the Innovate Learning Center Technical Institute.

She currently serves as Commercial Director of the Paraguay–China Chamber of Industry and Commerce, where she represents Paraguay in strategic platforms focused on bilateral trade and acts as an institutional liaison with governmental and business entities from both countries. She is also the CEO of Manchen EAS, a company dedicated to corporate development and international investment structuring.

Throughout her professional career, she has built extensive experience in foreign trade, international negotiation, commercial diplomacy, business law, and the structuring of investment projects with economic impact. She has participated in various public–private cooperation initiatives and has accompanied institutional, business, and governmental delegations, representing the Paraguayan productive sector.

She has led and contributed to several significant projects, including:
– Research and development of the China–Paraguay trade relationship, carried out jointly with SENAVE and the Ministry of Industry and Commerce (MIC), through REDIEX.
– Official presentation of Paraguayan export statistics to China at the 18th China–LAC Business Summit, held in Zhengzhou, China (2025), where she highlighted bilateral trade potential and strategic opportunities for Paraguay.
– Multiple interviews and publications featured on the official website of the Paraguay–China Chamber of Industry and Commerce, contributing to the technical analysis and public dissemination of topics related to international trade, investment, and commercial policy.

Her multidisciplinary background—integrating law, foreign trade, fiscal incentives, technology, and artificial intelligence—positions her as a leading professional in the strategic design of binational projects and in the development of cooperation frameworks between Paraguay and China, with emphasis on innovation, sustainability, and international competitiveness.

She is a native speaker of Spanish and Guaraní­, and is proficient in Portuguese, English, and Mandarin Chinese, skills that reinforce her capacity to operate in multicultural and global environments.
